Public invited to give feedback on implementation options for new federal safety requirements at Billy Bishop Toronto City Airport

The City of Toronto is inviting residents to learn more and share feedback to help guide its recommendations on implementing new federal safety requirements at the Billy Bishop Toronto City Airport (BBTCA).

In 2021, the Government of Canada introduced regulations to mandate Runway End Safety Areas (RESA) at airports across Canada to mitigate the impact when an airplane undershoots or overruns the runway. Discussions on these regulations date back to 2010 when Transport Canada shared its intent to propose these safety regulations with the Canadian aviation industry. Transport Canada has given notice that the BBTCA is required to achieve RESA compliance by July 12, 2027. Ahead of this deadline, PortsToronto, an independently run federal entity that operates the airport, has requested the City consider its proposed options for compliance with this safety regulation.

Located on the Toronto Islands, BBTCA is governed under a 50-year Tripartite Agreement signed in 1983 by the City, Transport Canada and PortsToronto.

A staff report on RESA implementation at BBTCA, informed by public feedback, is set to be presented to Executive Committee and Toronto City Council this fall.

Online survey and information session

Residents can share their opinions by participating in an online survey by Thursday, September 26 on the City’s website: https://cotsurvey.chkmkt.com/?e=413548&d=l&h=956F6CFB2FE67D6&l=en.

The City is also hosting a public information session to provide more information on RESA implementation on Tuesday, September 24 at 6.30 p.m. at the Enercare Centre – Salon 105, Exhibition Place, 100 Princes' Blvd. Members of the public are requested to register using the following link: https://www.eventbrite.com/e/island-airport-update-tickets-1016684459587.
