New Toronto Public Health Strategic Plan envisions a city where all people can be healthy and thrive
Today, Toronto Public Health’s (TPH) Strategic Plan 2024-2028 was adopted at the Toronto Board of Health (BOH) meeting. The Strategic Plan will guide TPH’s work over the next four years and highlights TPH’s vision, mission, values, priorities and objectives.
Led by the BOH and its Strategic Plan Development Committee, the Strategic Plan was informed by Toronto residents and community partners, TPH staff and City divisions, providing valuable feedback throughout the consultation process.
The Strategic Plan sets out five priorities for 2024 to 2028:
- Strengthening health protection, disease prevention and emergency preparedness.
- Promoting health and well-being.
- Promoting conditions to support positive mental health and reduce the harms of substance use.
- Advocating to advance health equity.
- Nurturing a positive workplace culture.
The Strategic Plan takes into consideration:
- Recent population health data and analysis including TPH’s 2023 Population Health Profile: http://www.toronto.ca/2022-population-health-profiles
- Public consultation
- Public health sector best practices
- Organizational lessons learned from the COVID-19 pandemic
- Previous TPH strategic plans
- Jurisdictional scans of other relevant strategic plans including those from public health, healthcare settings and private organizations
As the largest local public health unit in Canada, TPH delivers public health interventions, programs and services as described in the Ontario Public Health Standards (OPHS). The OPHS are published by the Minister of Health as outlined in Section 7 of the Health Protection and Promotion Act, and describe the minimum standards required to meet community health needs, support the reduction of health inequities, prepare for public health emergencies, and protect and improve the health outcomes of Toronto residents.
More information about the OPHS is available on the Government of Ontario’s website: http://www.ontario.ca/laws/statute/90h07.
More information on the TPH’s Strategic Plan is available on the City’s website: https://www.toronto.ca/tphstrategicplan.
Quotes:
"The Strategic Plan is an important roadmap guiding Toronto Public Health over the next four years. It reflects the city’s ever-evolving population health needs and ushers us to address challenges through the social determinants of health and a health equity lens. I look forward to focusing our collective efforts in carrying out these key public health priorities to improve the health and wellbeing of Torontonians."
– Councillor Chris Moise (Toronto Centre), Chair of the Board of Health
“I want to thank everyone who contributed their ideas to Toronto Public Health’s new Strategic Plan. As the Chair of the Board of Health - Strategic Plan Development Committee, I appreciated that Torontonians came together as part of this participatory process to envision the future of public health in our city. By continuing to work together, we can achieve a healthier and thriving city.”
– Councillor Alejandra Bravo (Davenport), Chair of the Board of Health - Strategic Plan Development Committee
“Public health works by assessing the health of the population and understanding what actions we can take to improve our overall health and reduce health inequities. Hearing from a diverse and engaged population throughout the Strategic Plan consultation and development process, I feel encouraged by Toronto Public Health, our community partners and the people of Toronto coming together to tackle these challenges.”
– Dr. Eileen de Villa, Toronto’s Medical Officer of Health
