Toronto City Council opts for by-election for Ward 25, Scarborough-Rouge Park
At its meeting this week, Toronto City Council declared the office of Councillor for Ward 25, Scarborough-Rouge Park vacant and opted for a by-election to fill the vacancy following the resignation of Councillor Jennifer McKelvie, effective Friday, May 9.
The bylaw requiring a by-election to fill the vacancy will be passed and come into force on Sunday, June 22 at 11:59 p.m., resulting in nominations opening on Monday, June 23.
Several factors will be considered by the City Clerk when determining voting dates including holidays and ensuring adequate time for the preparation of the by-election.
More information about the by-election will be posted over the next few weeks on the Toronto Elections webpage: https://www.toronto.ca/city-government/elections/.
Potential candidates are reminded that under the Municipal Elections Act, 1996 (MEA), they cannot incur campaign expenses or accept campaign contributions until after filing nomination papers with the City Clerk. Information about the MEA can be found on the Ontario government’s website: https://www.ontario.ca/laws/statute/96m32.
When a Councillor resigns, provincial legislation mandates that City Council declare the office vacant at its next meeting. Within 60 days of declaring the office vacant, City Council shall either appoint a person to fill the vacancy or pass a bylaw requiring a by-election be held to fill the vacancy.
Until the vacancy is filled, Ward 25, Scarborough-Rouge Park staff remain in place and are available to address constituency matters for residents.
Contact information for the office is available on the City’s Ward 25 webpage: www.toronto.ca/city-government/council/members-of-council/councillor-ward-25/.
A recording of this week’s meeting is available on the Toronto City Council Live YouTube channel: www.youtube.com/TorontoCityCouncilLive.
The City Clerk’s report is available on the City’s website: https://www.toronto.ca/legdocs/mmis/2025/cc/bgrd/backgroundfile-255317.pdf.
