Toronto City Council takes action to protect local economy in response to U.S. tariffs

Today, Toronto City Council has approved the Mayor’s Economic Action Plan in Response to U.S. Tariffs (toronto.ca/tariffs), a comprehensive strategy designed to support Toronto businesses, workers and residents in the face of recent economic policy changes by the United States.

The plan outlines 10 immediate actions to protect Toronto’s economy from the effects of new U.S. tariffs which include a 25 per cent tariff on Canadian products and a 10 per cent tariff on energy exports. These tariffs are expected to take effect on Wednesday, April 2.

The City’s plan aims to strengthen local supply chains, promote locally made goods and support the businesses and workers most vulnerable to economic disruption. It builds on the City’s long-term economic development strategy, Sidewalks to Skylines: An Action Plan for Toronto’s Economy (2025–2035) (toronto.ca/city-government/accountability-operations-customer-service/long-term-vision-plans-and-strategies/action-plan-toronto-economy/) and reflects recommendations from the Mayor’s Economic Action Team – a group of leaders from Toronto’s business and labour communities.

Key initiatives approved by Council include:

- Procurement policy amendments to prioritize Canadian suppliers and limit reliance on U.S.-based goods and services where possible including excluding U.S. suppliers from City contracts under certain thresholds.

- The launch of a six-month Industrial Property Tax Deferral Program, giving eligible industrial property owners until Sunday, November 30 to pay taxes without incurring late payment penalties or interest.

- New supports for Toronto’s manufacturing sector including a one-window concierge service for businesses and a media campaign showcasing the strength of locally made goods.

- Partnerships with regional municipalities, Supply Ontario and federal agencies to reduce reliance on U.S.-based supply chains and expand global markets for Toronto exporters.

The plan also includes direction for City staff to limit day-to-day City spending on U.S. based products and services and to favour locally owned alternatives wherever feasible.

This builds on other recent actions to promote a strong local economy. Last week, the City launched a Love Local campaign which encourages Torontonians to support local businesses by shopping local, dining at locally owned establishments and choosing Canadian-made products. The campaign is now live across Toronto, with visible signage, community participation and local business engagement already underway.

To ensure the City remains responsive to evolving trade conditions, City Council also directed staff to return back to the July Executive Committee with updates on implementation and any additional recommended actions. Staff will also report back regularly on key milestones and developments as needed.
