City of Toronto appoints Paul Muldoon as new Integrity Commissioner

Today, Toronto City Council appointed Paul Muldoon as the City of Toronto’s new Integrity Commissioner, effective Sunday, December 1, 2024. The Integrity Commissioner provides advice, complaint resolution and education to members of City Council and local boards on the application of the City’s codes of conduct, the Municipal Conflict of Interest Act and other bylaws, policies and legislation governing ethical behaviour.

The Integrity Commissioner is a neutral, independent officer appointed by City Council for a fixed, non-renewable five-year term and operates independently of City Council and the City administration, and whose powers and duties are set out in Part V of the City of Toronto Act, 2006.

Prior to his appointment, Muldoon was an adjunct professor at the University of Toronto and a member of both the Immigration and Refugee Board of Canada and the Environmental Protection Tribunal of Canada. Muldoon also worked as Executive Director of the Canadian Environmental Law Association, the Vice Chair of the Environmental Review Tribunal and the Associate Chair of the Assessment Review Board. In the role of Integrity Commissioner, Muldoon will bring decades of legal experience to ensure a well-run City.

Muldoon takes over the position from Jonathan Batty, who was appointed Integrity Commissioner in October 2019. Toronto City Council will formally thank Batty for his contributions to the City at the November 13-15 meeting of City Council.
