City of Toronto speeds up housing permitting process with expanded Certified Plans Program

The City of Toronto is making it easier and faster to build housing in Toronto through the expansion of its Certified Plans Program. The program enables builders and designers to re-use an approved design without repeating the full permit review process, reducing approval timelines and costs.

The Certified Plans Program allows applicants to have a proposed building design reviewed for compliance with the Ontario Building Code for the purpose of repeated use. Once certified, it can be used multiple times without having to undergo a full review for each permit application. Site-specific reviews, such as zoning compliance, are still required for all permit applications.

The expansion of the Certified Plans Program is part of the City’s ongoing work to streamline the building permitting process and facilitate more rapid housing development in Toronto.

The expanded program now includes:
- Housing projects including detached houses, semi-detached houses, townhouses and multiplexes
- Laneway and garden suites
- Solar domestic hot water systems.

The City also welcomes eligible building types to be constructed using modular or prefabricated methodology.
